Every one of North Carolina’s 115 local school administrative units appears here exactly once. Districts move between groups only when a real response is logged — the fixed denominator is what stops the picture from improving simply because silent districts were dropped.
Records requests were emailed to all 115 districts on July 28, 2026. A follow-up went to 54 of them on August 10, 2026; the other 61 have not received one. Charter schools, lab schools and the regional school are outside the scope. Read the methodology before citing these figures.
